are you running the game through the nvse loader?

if you are , I believe you should see an icon in the main menu showing that NVSE is running properly (I think it was a vaultboy head and some writing , in one of the bottom corners of the screen , but I'm not sure that's true)

also , which error are you getting when trying to install it? and how are you installing the mod? NMM or something else?

NVSE or any mod that makes any change to the Fallout.exe will not install if the game is installed in the default "Program Files". This is a safety measure from Microsoft called User Access Control.

In order to get around this, you need to move the Steam folder and FNV out of Program Files to another location on your hard drive. Many people place the game folders in the "My Games" folder.

You should also be aware that MCM does not manifest in the game until a mod which requires it's functionality is installed as well. In that regard it is like NVSE. They are resources used by mods, and something you (the user) do not see/need otherwise.

If you install a mod which makes use of MCM but you get error messages about it, Please see the wiki "HUD-UI-Menu issues" article. It's a case where "install order" (which is different from "load order") makes the difference.

If you haven't already, please read the wiki "FNV General Mod Use Advice" article for background information (like "install vs load order") that will help with your modding experience.

would it work if i put it in the HP games and do i need the main steam folder or the folder inside i'm afraid your going to have to baby step me here

Sorry, this statement completely lost me. Put what in "HP games"? What is "HP games", some folder established by the vendor of your computer? (IF so: no, it won't help because vendor created folders may have their own "protections" against third-party games.)

Attempting to read into that statement: You should uninstall "Steam" and all of it's games from the "C:\Program Files" folder tree, and re-install into a different folder (such as "C:\Games\SteamLibrary"). (See the "Installing Games on Windows Vista+" article in my signature.) Then when you install FNV, it will create a "Fallout New Vegas" folder under that path, and NVSE should be installed into "Data\NVSE". Plugins which work with NVSE (such as MCM) will then get installed into "Data\NVSE\plugins" folder. Please see 'Checklist Item #4' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

Please provide ALL the information requested in the wiki "How to ask for help" article. Don't forget to identify things that do not appear in the "load order", such as NVSE and it's related plugins, texture replacements (specifically their larger image sizes: 1024x1024, etc.), and "post-processors" like ENB or SweetFX. We'll need that information to help work out what may be interfering with MCM.
