Also, I think I have found a fix for your save game.  Look for 1.40.03 to come out and state it has a fix (in the next few days).

Also, in the same mission, if the Jaeger is suppressed, it does NOT cloak. Is that intended? Sometimes it is hard to know how perks are suppose to behave when interacting with other perks in particular situations, and its description may not address that.
Also, once hit, as any MEC, the Jaeger activates "One For All" - which is super cool - but then it prevents CCS. Is that intended? If it finds itself near several enemies, it would be cool if the Jaeger could still activate its CCS, then resume into One For All. After all, CCS does involve using an an arm-based weapon, right? The "One For All" perk description says "Lasts until unit moves or uses an arm-based weapon (includes overwatching, steadying, reloading)." Maybe the doubt/issue is whether that parenthesis specifies all the cases, exhaustively, or it mentions only three, just to exemplify. Anyways... this game is its perks interactions can be an endless issue. TYVM.

Regarding new "ability icons in the barracks" feature, scouts seem to have a wrong one for Hit and Run perk.

Sniper 0AP spotter failed in the following instance for me, in which the scout is at 0AP and see the exact three floaters the sniper does, but sniper shot is disallowed: https://www.dropbox.com/s/qak9f7m2wmnoz0x/save93?dl=0. Could it be due to the fact the scout is cloaked? TYVM.

Yes, spotters cannot be hidden to spot.

It says this in the description:

Squadsight: "Allows firing around some obstacles and beyond 18 tiles at targets with a spotter (an unconcealed ally at 0 AP that can see the target) with -2 aim for each tile further than 18."

[1.40.03] Alien Base (skeleton key) mission

After initial cut scene, an empty message box appears with an OK button. Clicking the OK button has no effect: the game is frozen. Using Task Manager to end the Xcom game process and then reloading the save bypasses the message box and allows one to continue.

oh K.... my oversight, TY, and pardon me. 
Now, what about agents? The following save game has an uncloaked/unconcealed agent at 0AP spotting an exalt shiv really close to him, but the scout (with SquadSight from marksman scope), with LOS to the said shiv cannot shot it (Need Spotter (Ally at 0AP)).

In the same mission, the next turn, everything else the same - except the agent spotting the shiv now has 2AP - the same scout CAN then take the shot. This is not how it is suppose to work, right? Seems to me something must be wrong with my save game or installation. How to fix the issue? Is my campaign scrapped?
