Operation Anchorage/The Pitt will not start

I installed Fallout 3 and the Game Add-On Pack with Operation: Anchorage and the Pitt from a disk onto my computer (Running Win10).

While FO3 works fine, the DLC would not work, and I did not get the Brotherhood Outcast radio signal when I booted up the game. So, I used this mod to disable Games for Windows Live and put the installed DLC into the FO3 directory (Not the weird GFWL one), thinking this would solve any problems, but I still wasn't able to play the DLC.

I think its also worth mentioning that I have Anchorage.esm, Fallout3.esm, GDR_MasterFile.esm and ThePitt.esm all ticked in the opening menu's Data Files window (Listed in that order; would the fact that Anchorage.esm loads before Fallout3.esm cause my problem? Will I need to download any additional software, or is there a simple workaround?)

IIRC, you don't get the Anchorage Quest until you're close enough to the entrance to the quest to receive the signal?

Or am I mixing it up with the Brotherhood quest in FO4

When you say "Installed the DLC into the FO3 Directrory"

Do you mean Steam\Steamapps\common\Fallout 3\

or Steam\Steamapps\common\Fallout 3\Data\

 

Because they need to be in the data folder

Where did you get your disk?

 

IIRC, you should get a notification when you leave Vault 101 that the DLCs have loaded, but you don't get the actual radio signal until you are close to the entrance for Anchorage or The Pitt.

 

Also, I am not familiar with GDR_MasterFile.esm.

 

Sorry I couldn't be more help, it has been years since I ran an unmodded FO3.

Only game I know of that uses a gdr_Masterfile.esm is Morrowind.

Yeah I'm not sure how that got there, but I also have morrowind installed. Would the software I used have somehow mixed up the directories and put that in the Fallout 3 directory?

The Pitt and Operation: Anchorage start with Radio Signals, HOWEVER, you have to be close enough, and in the correct area to receive them.

Just like with the Quest in Fallout 4 to help the Brotherhood with the ghouls, you only get that quest when you're near enough to the quest to pick up the radio signal.

You should be receiving a notification that the DLCs within three minutes of leaving Vault 101. If is very possible that if you installed the game in the default location, the Windows UAC is preventing the DLCs from functioning properly.

 

This game should actually be installed in a location outside of Program Files. I have mine installed directly on the "C" drive. The path to the game is C:\Bethesda Softworks\Fallout 3.

 

Also, I could not install the DLCs until I booted the computer in "SAFE" mode.

Windows UAC is off, and all my DLC are in the Data folder and checked in the Data Files window. But I have no idea why they wont load in-game.
