Skyrim gets to dragon logo then crashes

-What Happens-

 

I have ran skyrim with mods and it wouldn't go past the dragon logo. I then disabled all mods and tried it again and results are the same. I've scouted the forums for searching and nothing helped.

 

-Things I Have Tried-

 

I tried changing audio to 16 bit and 4800 hz.

Cleaned up the mods not by getting rid of ITM files but .esps that were needed

I ran skyrim through steam and not mod organizer and the results were the same.

Verified game files and it said I was missing one and apparently thats normal?

Reinstalled Mod Organizer and SKSE

Windows 10

Specs clearly qualify as Skyrim SE when I last played it ran fine.
