Texture are pixelated and blocky at a NEAR distance but clear up when getting closer

Here's a video of the pixelated/blocky textures With NMC and WITH ENB (You can see the problem clearly on the floor. As I go forward, the textures clear up. They should all be clear from the beginning.)

Please see the wiki "How to ask for help" article. We normally need the hardware information as well to get a complete picture of your system. Knowing about your monitor and what graphics resolution you are playing the game at would be useful in this situation, but I can still make some suggestions.

 

Terms like "Near" and "Far" are relative. This is especially true with VWD/LOD: which governs the transition between those two states.

 

If you add any VWD/LOD textures (such as NMC or Ojo Bueno), please see the 'Checklist Item #15 & 16' entries in the wiki "Fallout NV Mod Conflict Troubleshooting" guide regarding the need to run both TES4LL and FNVLODGen. Also recommend you read the 'LOD/VWD Texture Packs' section of the wiki "FNV General Mod Use Advice" article first.

Please see the wiki "Display resolution versus Image Size" article also.

 

I noticed your LO has 5 "ENB Performance" files. I have no experience with them, but would normally expect the author intended you to only chose and use one. Suggest you re-read that mod's installation instructions.

 

Otherwise there is nothing exceptional about the LO. You might want to experiment if "Performance of the Gods" has any impact on this problem. It attempts to achieve performance by "removing" things. I don't know if it goes so far as to reduce any INI setting related to the transition between "near/far" textures, but it is a possibility. See the TweakGuides for help with the related INI settings.

After nearly a year of not playing and coming back only to encounter the problem again, i figured it out. It's what occurs if you have Anisotropic filtering set really low. The reason i had set it so low is because the ENB required it, however, if you change the Anisotropic filtering in your graphics control panel, it does not affect the ENB negatively at all, and thus you can play the game without this problem. Hope this helps anyone else who is going though this sort of thing.

Thanks for reporting your solution. Just to be clear: you have turned off "Anistropic filtering" in the game "FalloutNVLauncher | Options | Graphics Settings", but are adjusting it in the graphics/video card driver control panel, correct?

 

How high did you set it, as that runs counter to the recommended ENB instructions, which are to disable that setting in the driver as well (step 5 under 'Issue - ENB is not working' in the 'Solutions to Post-Processor (ENB/SweetFX et. al.) problems' section of the wiki "Fallout NV Mod Conflict Troubleshooting" article)?
