Fallout never fully launches now

So the other day I decided that I would go and give ReShade and ENB a go. So I loaded up the most recent tutorial I could find for them and followed the instructions to a T. However I was surprised to find that not only was fallout now crashing on startup but now I'm stumped.

The reason why I'm stumped is that I completely purged the game of any an all mods including F4SE, and did a full re-install of Fallout 4 twice. Still to no change. So naturally, I would think that the issue is my computer. However, after a talk with some of Bethesda's help center to find that I am already using or did all of their recommendations. The only thing I would think is causing this, is security, as some people have had their security software detect ReShade as a virus before, but I got rid of it so idk what to do.

If any of you people know how to fix this, please let me know.

FIXED (i think):

SO for whatever reason, after downloading the Nvidia driver that released today (August 2nd), it's working now.

Not sure about this suggestion, but you might take a look at the .dll file in your game's install directory. It could be that the .dll from the ENB or the reshade is still hanging around. :)

I was thinking the same thing, but I used an ENB and ReShade file remover. And to further check, I compared my files to what the vanilla game should look like
