"wsex.esm" would seem to be leftover from the "SexOut" series.

 

I take it that you are still getting hung before the main menu? No CTD or error messages? Have you checked the Windows EventLog for any "system" or "application" errors? Are you using a "new game" to test the current setup?

 

If "verify game files" and the previous suggestions failed to restore the menu system and without anything else to go on, then you are left with re-installing from scratch, and then installing and testing the TTW files only (no character or race overhauls initially). Use a "new game" to test, and slowly add mods one by one. Only after you identify the problem and believe you have a stable game should you attempt to resume play with your current "save game" files. Please see the 'Game INI files' and 'Restoring to "Vanilla"' entries in the 'First Timer Advice' section of the wiki "FNV General Mod Use Advice" article.

I can understand a reluctance to take that drastic a step. The alternative would be to see if the TTW team has any suggestions.
