Will this update break anything?

If you click on the large (80+ pages) SKSE threads, click to go to the last page, then read the posts backward, there are step by step (short, easy) guides to fixing this. Basically, you go into steam console and download the skyrimse.exe from the last version of skyrim, paste it into your directory, and run as normal. When you get the new SKSE, however long that may take, then you can re-update your game. Don't forget, if you clean your masters with SSE, you'll have to do it all over again, after each update.

Yes basically go to your library in steam, push right mouse button on "TES V: skyrim special edition" choose properties click on it. In a new window popup go to "updates" tab and on Automatic updates option choose "Only update this game when I launch it"
If it have already updated to you just google: "Skyrim 1.5.50 update SKSE issue" In one of the websites there's a link that will get you the old version of skyrim.exe and launcher.exe files. After download make sure it's clean by scanning with antivirus. Revert it back to that and it should be good at least until new SKSE comes out.
That's what I've done already and it does the job

At this point why does bethesda still need to update skyrim? Is this something based solely on creation club mods? Just curious on why

You are correct. The update simply inserts the new CC items and adjusts some parameters to make sure all of the CC items work without breaking the core (un-modded) game. Non-CC items (aka "mods") are usually okay (especially simple stuff like texture mods) but anything that has to "hook" into the game engine (like SKSE64) usually has to be modified (updated) to work with the new code changes. Therefore, any mods that rely on SKSE64 to function are also usually temporarily broken.

The good news is that the Silverlock team is very diligent about updating SKSE64 when Skyrim gets a CC update. Usually in less than a week. The bad news is that Bethesda decided to release this CC update right before the Labor Day weekend (which is one of the things that so many of us are grouching about on the forums right now) -so it will probably be a few additional days before SKSE64 gets updated.

TL;DR:

Yep, you're right. Creation Club only update.
