Have I Gone Completely Insane? -Perk Overhaul for Illusion

For Skyrim LE I used to have a mod that made all illusion spells scale with the player's level. By default they all worked on people 1 level below you. I could have sworn it was Skyre but when I downloaded and tried Skyre for SE it did not have that feature (or any of the illusion tree perks I remember). To be sure I checked LE and it was the same. Does anybody know whats going on? What mod am I thinking of?
