[LE] Redguard Hoods how to replace hair to avoid clipping?

I noticed that the redguard hoods don't replace the hair in game and hair is clipping through. Is there a way to make them like helmets that replace the hair? I think it has to do with partition slots, but to set them to 31 for hair in the nif and ck doesn't work. You see it here on the two right Redguards:
