Health and carry weight constantly changing. (Survival)

My health and carry weight keep getting some weird boost. I noticed it usually changes when I enter combat. My health and carry weight will bug out beyond what my actual stats are and Im not sure why. I googled this problem for a long while and the most common bug I found was some carry weight bugs related to survival (but nothing for health points).

Hmm, I've always had this issue with Fallout 4, ever since I first started playing it years ago. I've always assumed it's an engine bug of some kind. For the last few years, I've always just set my health with "forceav" everytime I load my game or sleep.
