I've been wondering lately about an issue - supposing I have a German (or any other non-English) version of Skyrim, and I want to install a mod that is English and does not have a translation to the target language, will they somehow conflict with the game or what? Will they be multi-lingual?

When I was stll playing Polish version of the game and installing English mods, the only issue that appeared was a language mess - but no serious problems. So I guess you can try it if you don't mind mixing languages.

Całkowicie żaden problem - po zmieszaniu modów z inną wersją językową możesz co najwyżej dostać bigosu w nazwach przedmiotów, napisach, itd.
