Clarification Needed about seperate mods of the same thing

To expand upon pixelhate's explanation: the "mesh" (.NIF) file provides the framework of the model and contains a pointer to the "texture" (.DDS) file which overlays the skin on the framework. Generally speaking, the model can only use one file of each, so the last of each type specific to the model to be installed overwrites any previously installed. But the mapping of the texture to the framework may be different between the two mods, among other potential differences. It is possible that one mesh uses a different texture file name than the other, but then it would be pointing to the different DDS file name. The order in which they were installed would determine which mesh "won", and thus which texture was used.

 

This principle applies to all mods. Please see the 'Third Rule: The Rule of One' and 'Merge Patch File' sections of the wiki "FNV General Mod Use Advice" article. (Art asset conflicts are not "record level conflicts" as described there. There can only be one file with the same exact name.)
