Vortex not letting me change mod options after initial install of them

I can't get vortex to change options on ANY mods once they are installed, and I haven't even started playing with this mod set. Is there some reason Vortex would refuse to do it on ANY mod?

You need to use the REINSTALL option in the dropdown on the orange button next to the mod on the MODS TAB.
