"[...]besides skyre (whcih doesn't seem to effect enchants)"

Uh, yeah it does. SkyRe's the culprit here - switches out Alchemy bonus for Movement Speed for the sake of balance.

(Extra wall of text with related but virtually unnecessary info attached below)

IIRC it left alone some other alchemy related enchants (Muiri's Ring, etc) since those are 'unique' but the basic ones got switched for MSpd. If you miss your op alchemy bonus breaking fights with a one-arrow-and-run, go look into Artifact Disenchanting and pull the bonuses off one of the Dragon Priest's masks (Volsung?). I *think* the design intention was that alchemy bonus was potentially gamebreakingly overpowered and was retooled as something to counter the move speed malus on heavy armor. That said, a heck of a lot of move speed stacked on light armor means you could out-walk people running at you while sniping with magic/ranged. Other things got swapped with SkyRe too btw - most magic stuff got switched from "reduces magicka cost of <school> spells by <x>" to "strengthens <school> spells by <x>". Obviously notable is Destruction. If you paw through the construction kit and compare base files against SkyRe, you'll see plenty of skill changes. That said the author of the mod hated what SkyRe became and did another mod - Perkus or something.
