Vortex Will Not Open

I just wanted to get back into Fallout 4 today, and wanted to start getting mods installed.

Clean install of Fallout 4 via Steam.

Clean install of Vortex.

When I click the Vortex icon, the splash screen appears, but nothing happens. I've waited 20 mins, and it won't open. When I look at the app in my Task Manager, it is using 0% cpu, 0% disk, 0% network, and a minimal amount of memory.

In the Event Log (Windows), I see this:

The program Vortex.exe version 0.16.12.0 stopped interacting with Windows and was closed. To see if more information about the problem is available, check the problem history in the Security and Maintenance control panel.
Process ID: 3334
Start Time: 01d47ae8cfd1a7e0
Termination Time: 4294967295
Application Path: C:\Program Files\Black Tree Gaming Ltd\Vortex\Vortex.exe
Report Id: cb581e89-03c2-4ca4-8a09-ed5ed8027949
Faulting package full name:
Faulting package-relative application ID:
Looking at this "Security and Maintenance" it refers to shows nothing of relevance.
Help?
Where does Vortex keep it's local application logs? I've searched in Users, AppData, and the program folder...no logs to be found in any of these locations.

Update:

I found the log. This is the only thing that stood out:

info: Vortex Version 0.16.12
Tue, 13 Nov 2018 00:35:45 GMT - info: using C:\Users\User\AppData\Roaming\Vortex as the storage directory
Tue, 13 Nov 2018 00:35:47 GMT - debug: loaded extension name=changelog-dashlet, loadTime=4
Tue, 13 Nov 2018 00:35:47 GMT - info: python not found not found: python
I wondered why the app installer did not install python? I went and downloaded the latest python, 3.7.1, but the error still occurs. Out of ideas now...

Apparently Vortex does not require Python. I do not have Python installed, and yet Vortex starts and runs with no problems. Presumably, Vortex checks for Python in order to make certain adjustments should Python be present.

So apparently NMM went bust, and Vortex is pay to mod? Any time I try to do anything I get a message asking if I want to pay, and saying that supposedly what I ask is being done slowly.

Which apparently translates to not at all.

If it was still NMM I'd figure that paying would be polite.

So how does Vortex treat it's people?

Vortex works perfectly fine; no payment required.

You can also download manually and then copy / paste that to Vortex. Also free.

If you want faster downloads (I have never felt the need), you can pay for that, but it affects Vortex, NMM, and manual downloads all the same.

NMM did not go bust. You can still find it online.

Not sure where you are getting all your ideas from - but they are not correct.

Lets get back to figuring out why Vortex is not working for you.

Are you perhaps replying to the wrong person? The individual who said this is not the OP, I am.

Strangely enough - I was replying to the person I quoted. Not you - they just happened to comment in your thread.

I help where I can, and had nothing useful to say to your problem. Be patient...

can i ask you, how have you derived from all the evidence that is available that NMM went bust and Vortex is "pay to mod"?

NMM is still around, if you care to look (which seems to be beyond you), and Vortex is free to download install and use (which I assume you've not done).

Are you just trolling, or are you really that far off the truth?

In Event Viewer, you can find the Event ID of that error, which might give you some idea if you Google it. And FYI, normally the next log entry in vortex.log for 0.16.12 is:

debug: loaded extension name=common-interpreters, loadTime=xx
