Tried a few things suggested online, like clearing the Steam appcache and such, but no luck so far.

Yes, I know, but sometimes different games have the same problems in common.

Have you run Oblivion from the Steam Client at least once?

Do you have the steam client open when trying to run Oblivion from Vortex?

Also, do you have Steam installed on a different drive from Oblivion?

Well, according to this thread, this guy got rid of the error by having Oblivion and Steam on the same drive

i solved it.oblivion install partition not matched install steam partition.

example: C:/steam D:/Oblivion (problem)

C:/Steam C:/Oblivion (no problem)

D:/Steam D:/Steam (no problem)
