Ok, a few simple reasons that even though the engines might be working, there will few to no cars or trucks 200 years after the war. Rubber, do any of you know how long tires last at the best maybe ten years. After that they will not hold enough pressure. After 200 years, all rubber tires will have long rotted away to nothing, that includes synthetic rubber. Which i might add is a by product of crude oil, not allot of that around in the Fallout world. So any cars left will have to be outfitted with steel wheels of some sort. The infrastructure to make tires is all gone, destroyed in the war. Rubber trees grown in tropical climates and are fairly sensitive to temperature change, o any of them living in the USA, as garden plants for decoration would have died during the effect of nuclear winter. So how the hell you going to get enough rubber out of the Central and South American forests to make rubber for cars. I seldom believed that much of the Fallout lore make any real world sense, it simply doesn't, but BGS did at least take that into consideration in the games, and its why we see many cars and trucks without tires. They are only on the larger transport and military vehicles, so they are made out of magic stuff. Look you come out of a Vault after 200 years, that is if you could even get the door open after that time, there would be nothing on the surface to ever make you think humans were there. Nature would have taken over everything, no houses, no buildings, no bridges and freeways, and skyscrapers, it would all be piles of rubble overgrown with plants. The US would look like it did 300 years ago when Europeans first traveled here, an empty wilderness, not a wasteland at all. Neat mod, but really, it doesn't fit the lore anymore, The NCR did have cars, but that was 120 years in the past. in Fallout 2. It does show off your abilities at making things work, i give you that, but not for me.
