Can't build certain items in different settlements, even with available room, required materials, etc.

So recently, out of nowhere, I've been having an issue where in some settlements, I can't build certain items even if I have enough space/required materials. It's so bizarre. It'll show that I have all the necessary materials, but I am not given the option to build, or even the green (blue in my case) highlight of the object selected. So like, I can build the large generator, but not the small one. What gives?? I am playing with mods, most of which were downloaded from the in-game mod menu. Here is a list of what I am currently playing with, in order:

Yea I remember this issue. I think restarting the game fixed it. Or leaving the build zone and going to a different area and returning. I don't think it's a mod issue.

I find that they show up if you enter build mode in another part of the settlement and then move to where you want to place it in build mode.

Unfortunately, I've tried all of that. Still nothing. It's like every settlement now has like certain items that I can just no longer build. It's so annoying!! Nothing so far has fixed this issue. :(
