While in Solthstein you run across Glover Mallory who is a member of the thieves guild who gives you some missions and conversation, etc. After you complete what's required he gives you the key to the basement and says take what you want. It's there that you can find a note that he's never sent off that tells about how he is Sapphires father, Delvin's brother, and his side of the story as to how his family came to be how they are.

I was thinking a series of misc quests that can bring them back together again in skyrim or potentially Solthstein, he is the only member of the thieves guild there after all.

I can't see a simple "I'm your dad" and everything's good all of a sudden. She'd be like "why should I care who you are...."

Then a divine intervention of the dragonborn, archmage, multi-thane, wearer of all new things fashionable with customized jiggles.

I just see that as a loose end as your presented with something that could be dramatic on many levels, and absolutely nothing comes of it.
