rock and metal radio

Part of the lore of Fallout is that culturally, it's kinda stuck in the 1950s. It's supposed to have cheesy 1950s music in it. The whole setting is kinda like what people back in the 1950s thought the future would be like. It's supposed to be fun.

But hey, if people can make My Little Pony mods, then whatever floats your boat. Some folks don't care about lore. And that's fine. FNV can be modded to fit whatever style of gaming you like, lore friendly or otherwise.

So there's two reasons you aren't seeing heavy metal mods. One is that it goes against the lore, and a lot of folks like the lore, so they aren't motivated to make mods that break lore. The second reason is probably more important, though, and that is copyright. You can't put modern heavy metal copyrighted songs into a mod. All of your cool favorite songs are most likely off-limits due to copyright restrictions.

You can use something like this mod to create your own radio playlists using songs that are already on your computer. As long as you don't try to release anything to the public, no one is really going to care what you do with regard to copyrighted songs on your own PC.

Load it up with your favorite death metal tunes and have some fun.

If you want something as a fully packaged and publicly released mod, it's going to be restricted to public domain music. There is some public domain metal music out there, but it's not the most popular stuff that's all over the internet and the radio. Still, if you can find public domain songs that you like, you can put those into a radio mod.
