Game Wont respond on Start

Hello all, I have been having troubles since I began modding Fallout 4 after a reinstall. At first I would get the game to start but it would freeze on making a new game now it wont even start. I will launch the game, the screen will go black with my mouse as the loading symbol then I will get a Fallout 4 not responding message. I use Vortex and LOOT here is my load order, thanks in advance:
