Skyrim SE CTD on New game.. (No Mods)

Hey there,

So i reinstalled Skyrim Special edition a couple of days ago after like 6 months ("I was able to play it that 6 Months ago")
But this time around as soon as i hit New Game it just crashes to desktop same with loaded save files.
Also instead of the usual "Mods" tab in the Main menu it says "$Mod Manager" not sure about that one.
That said i don't have any mods installed atm. (at least not that i'm aware)
Another awkward thing i can't Change my Graphic settings in the launcher it resets every time i change something.
After that i started Troubleshooting:

Things i tries already:
cleared/Deleted .Ini Files
Clear / Fresh installation
Restart PC
Run as admin/ in windows 7 Compatibility Mode
Run without Firewall / antivirus
Run without Internet Connection

PC Specs:
GTX 1070ti
Intel I7 7700k
16gb DDR4 Ram 3000Mhz

I seriously don't know what it could be thing it has to do with those weird things in the Main menu

So if anybody is able to help me pls let me know
