Any way to download mods with Vertex WITHOUT having the game downloaded?

Hello! I live in the butt crack of nowhere, whit internet measured in the Kilobytes (This is in Rural USA). I work 30 miles away, and the internet at work is decent-ish (~8 mbs). I have games that I want to mod at home, but I can not download the mods on that desktop.

 

Is there a way to download mods through vertex for use on another computer? I just need to get it on a flash drive. If not and I have to install the files without the program, is there a way to get them added to the manager AFTER I have them installed manually? I love the structure of a mod manager (I used to use NMM), but The requirement to have the game installed on the computer downloading the file is throwing me for a loop.

Steam does have an option you may find useful. "Backup game files" is found in the right-click menu of a game. This will make a compressed copy of the game you can restore at home.

(I don't think GOG has anything like that unfortunately).
