Fast bow draw after quick shot

Hello!

 

Having a small issue. I just took the quick shot perk and now seem to be drawing far faster then the additional 30%. I'm using ordinator and smilodon (though I don't think Smilodon mods quick shot), and survival mode of SE. Speedmult is 1.3 with the bow equipped. I tried loading a prev save, and though the speed is slower, the reported weaponspeedmult is 0.0.... ?
