Help A Noob Out: Vanilla Oblivion FPS Under 25

Hey all,

 

I was hoping some grizzled mod vets could help me out. I'm new to modding and wanted to try some nexus mods out on an old but great game Oblivion. I watched numerous videos on installing mods, the necessary utilities, etc. and ended up with a game that was functioning, looked great, but couldn't get more than 20FPS. So I went back to the drawing board and uninstalled everything, reinstalled vanilla oblivion to test my system settings.

 

The problem I'm running into is that I cannot get Oblivion vanilla to run over 25FPS on my system and according to everything I've read I have plenty of "juice" to run the game even on the highest settings (obviously I know a modded games performance will suffer no matter what due to engine limits, but my system is struggling to run basic vanilla with no mods installed).

 

Can anyone help me out? Point me in the right direction or give me some advanced pointers please.
