Something messed up my monitor configuration

To clarify, what I meant by the title is that the way my two monitors work is not the same anymore.

 

Before, what I used to do in order to play games was switch from one monitor to the other in the Windows 'display' settings. Then, I'd play my game, turn it off once I was finished and switch back.

 

Now, my icons all shift onto the other monitor, games open on my larger monitor regardless of which monitor is set to 'main', Fallout 3 crashes on startup and my Fallout 4, once open, either spits out a DirectX 9 error message or opens in stretched, glitchy way.

 

Can anyone help? I tried to roll back my GPU driver, but it didn't work.

EDIT: Discord, which once opened on my second monitor automatically, now opens on my main monitor. Just an observation.

EDIT 2: Games don't start on my second monitor at all (at least not properly) like they used to before, aside from ones like R6S, which can be configured to start on the second monitor by default. Even then, it became extremely glitchy when started and the glitching stopped once I selected 1080p as a resolution, down from 4k, which is the resolution of my main monitor.

UPDATE: Though the problem still persists, I somewhat got around the problem by changing the monitor setting in Steam's big picture mode. I checked and that alone did not work, so I also used the following application to select the monitor:

I would still like some assistance with the original problem, however.

Not sure. Rumor has it, Microsoft has some tutorials up on their YouTube page... might find something there.

Nevermind the monitor issue, could you perhaps help me in terms of fixing Fallout 3?

It crashes on startup. I launch the game, I get to the first screen, it freezes and boots me back to my desktop shortly after.

Sounds like a missing master crash. If it still does the same thing even with all your mods disabled, try deleting, or renaming, the various ini files for the game, and try again.

Which ones should I delete? How would I rename them?
