Skyrim Special Edition Walk Stutter Bug

Hey Everyone I've been getting this bug in Special Edition of Skyrim that makes me stutter when I walk. I can tell it's not due to FPS and I've even disabled every mod I had, but it still persists. I was used an outdated skyrim and even after updating the bug was still there... It's the only thing standing between my perfect non crashing modded skyrim :pinch:
