I'm at wits end trying to get past this bug

Hi I made a post earlier about a bug I am encountering when trying to play Skyrim on a new game with no mods installed that sends the prisoner cart flying across time and space immediately. I have tried limiting the fps and refresh rate using NVIDIA Control Panel, NVIDIA Inspector, and RTSS (the refresh rate of my laptop is 144hz and normal display setting will not allow me to change it). I have tried installing USLEEP and the wagon cart fix mods off of the Skyrim Nexus. I have tried different graphical settings, using SKSE, and tweaking .ini lines. I am at a complete loss as to what to do, and sending tickets to Bethesda appears to be impossible. Please help me out, I'm pulling out hair.
