I did not get the best ending for The Kings (please help)

I completed GI Blues without killing NCR or The Kings members.

 

I told the King (leader) that NCR did send a representative to negotiate with them.

 

I was quite shocked my ending was not the best one.

 

What I get is:

 

As the NCR moved to secure the region, the occupation of Freeside proved especially problematic. Things remained tense due to numerous incidents, though The Kings were still in nominal control of the area.

 

Reason as stated by wikia:

 

Do not complete the quest G.I. Blues, complete the endgame quest Eureka! for the NCR.

 

Any New Vegas veterans know what I did wrong?

 

Which part of the plot I miss?

Did you go back to the train station near where you went to speak to Kiernan? If not, you have to go there and inform her that The King wants to help with the relief effort. Then report back to The King.

Yes I did that.

 

In my second playthrough, I did not kill Pacer in the Kings Gambit Quest = this results in the best ending.

 

Which means the wikia left out something, the players need to use the favor of the King (leader) to stop further attacks against NCR citizens.

 

1. You cannot kill anyone in GI Blues quest.

2. You need to inform the King (leader) of the relief effort.

3. Talk to the lady major and stop the shooting.

4. The King (leader) grants you a favor (which you can use it to do many stuff).

5. Use that favor ONLY for the Kings Gambit quest.

6. DO NOT KILL Pacer (lol I want him dead) by drugging him (spiking his jet with psycho) or using the Van Graffs.

7. Finish this quest with NOBODY killed.

8. I manage to get the best ending.

9. Unless you are super goody guy, endings don't matter much but I just want to see how my actions matter in the wasteland.
