I would like to know how to make them accessible. I do not know how to mod for this game as there are no tutorials. (I searched but to no avail)

 

If anything I would like to suggest this as a mod. I want some of the NPC hair styles, since they are more to my liking than what few we get. Also I may just be missing them entirely because later you unlock the barber shop. That's also me as well.
