Trespassing in mines

It always struck me as odd that mines are one of the most valuable sources of resources and wealth in the whole game, but the dragon born is allowed to waltz right in and harvest all of the minerals that these people went through the trouble of making accessible through weeks, months, or years of work.

 

Why aren't these places heavily guarded? Why don't the miners call the guards when someone comes waltzing down in and starts interrupting the war effort and stealing their livelihood? I always thought mines should be a bigger priority for anyone in power to protect.

 

Why would someone pay you to kill the monsters in the mine if they don't even want the ore?

you know, you're making a good point there.

 

How exactly would it work? Could the Dragonborn, for instance, be allowed to mine materials against a fee? Or after helping the miners out with a problem? (Mining-related quests sound quite interesting). Or the Dragonborn is simply allowed to waltz in and get his things once he's gotten famous enough in the hold where the mine is located?

And what of thievery? Could the Dragonborn, for instance, sneak in and just take a few things?

There is one mine that is owned by Orcs and should you gain access without first becoming "a friend to the orcs", they will attack. The rest of the owned mines all have an NPC who will purchase all the ore you wish to dig up. This lends itself to the idea that anyone can go in and mine if they so choose. While the foreman is willing to pay per piece for one's efforts, one is also free to retain whatever they wish. Do note that in most mines many of the objects and containers are flagged as owned and will incur whatever penalties for thievery if caught. Pretty much just the ore that is mined can be taken without consequence.

 

That said, the script could be edited to remove the giving of ore and instead after the last strike open a container that has the appropriate ore and possible gems inside. The container and contents could be set up in such a way that the contents would be considered stolen if taken. But then how does one handle the foreman who would still offer to pay for any ore dug up?

Just a thought to add to this discussion. What if the mines all have proper doors instead of just walking on in and the only way to get in is to pick the lock or ask the foreman for permission. Then if you get permission (speech check maybe?) you are under strict orders to only sell the ore back to him. Maybe you could even wait it out in the mine till everyone goes to sleep and then slip off in the night with the loot :D
