Various keywords(like LocTypeDungeon) added to them make way for dungeons associated with said locations to be chosen by the radiant quest system. A location can be a child of another location, and can even be "nested" (Location of a location of a location..etc). I guess they are most important for the Radiant Quest system. I can't say about the weather, there's no option for weather on Location forms. They can have their own default music though, which plays whenever you enter the location.
