I think Arcane Archer spell pen and Barbarian carnage should be part of Basic Patch, rather than Extra as they are actual bug/oversight fixes rather than balance changes in Extra patch

Is this patch compatible with "Adjusted Racials"-mod or do I have to remove it in order to use this?

Load Adjusted Racials AFTER Community Patch - it will override CP's racial adjustments and shouldn't cause any problems.

This mod broke prone duration HARD. 1 hit of dodorugan make char prone like 10 sec. One bomb that make prone last like forever - 1hit and enemy is prone until i take him down.

It is compatible.
And the new (secondary) racials will work nicely.
As for Silver Tide and Battle Forged - CommunityPatchBasic includes a weaker scaling, so it comes up to load order.
If AdjustRacials is loaded after CommunityPatch you will get a slightly stronger effect. And viceversa.

This was a big "oops" on our end. We have used 10s for testing purposes.
I have already hotfixed it (set to the mentioned 1.5s) and updated the Extra module. You can re-download it now.
