Mythic Dawn soldiers and agents weak?

I'm playing the MQ again after a long absence from playing Oblivion and I can't help noticing that despite their fancy magic bound armour and threats concerning your player character's immediate demise that Mythic Dawn soldiers and agents are stupidly easy to defeat. Even Goblins are more of a challenge in a fight. My character is a light armour, shield and sword specialist who has magic skills barely at the novice level and apart from Raven Camoran so far I haven't struck any of them that can put up a halfway decent fight.

I'm mean these are supposed to be Mankar Camoran's soldiers of the new world order and they are in a word terrible. The other inexplicable thing these soldiers of the new world order will sometimes do is stop fighting and say, 'I do not fear death, paradise awaits me', and just stand there waiting for you to kill them. This was in the Mythic Dawn's secret cavern hideout at Lake Arrius where there were a lot of new novices so that might have been a factor. The only one that did anything sensible was a young woman who pleaded, 'Don't kill me, ' and then ran away.

But even in the towns where random hidden agents will summon their bound armour and weapons and attack my 'Hero of Kvatch' character they can't be called a threat. All very strange and a bit silly when you think about it.

I noticed some of the infiltrated Mythic Dawn agents aren't leveled. Some other problems might come from mods.

I don't have any level affecting mods installed this time around. In the past I used OOO and liked it, but not with this new install while I'm getting it shaken down to run properly on my 64bit version of Windows 7. Running the MQ (again) is just a test shake down to make sure everything is working Ok since it's a known quantity.

From memory when I was last playing three years ago the Mythic Dawn agents and soldiers didn't strike me as being all that special either. From the way they look in their fancy armour you'd think so, but when it comes to a fight they go up in a puff of red smoke pretty darn quickly.
