Skyrim - The Quest "The Fallen" Wont Start

Title.

After come back and learn Dragonrend from the time wound, i have to use it on Alduin and defeat him in combat. After doing so, the quest "Alduins Bane" is completed. I wait for Parthy to talk to me to begin the quest "The Fallen".

Now i know something is wrong here, because he is supposed to talk to you either automatically or you go up to him and initiate a long conversation. But the only thing he does is greet you and the only dialogue option is "I wish to meditate on a word of power."

Ive played and beaten Skyrim Hundreds of times. Yet this is my first time running into this problem. I tried talking to Arngeir and Esbern. None of them have the Dialogue to for me to talk to the Jarl of Whiterun to trap a dragon. Like as if there are no more quests.

Ive used the Console Commands (i made back up saves) and none of them have worked. Getstage, Setstage, Startquest, Resetquest. None of them worked. Ive not had any trouble with the Main Quest until now. So if anyone knows whats wrong and how to resolve this, your help will be greatly appreciated.
