mid combat lag

The lag happens between 10 seconds and two minutes after combat begins, the lag will stay for the rest of the fight and it stays for at least 30 seconds, even after loading a quick save, I have tested this in diamond city, good neighbor, the institute, the entrance to nuke world and spectacle island, this was happening all across the board. when ~killall is used before the lag starts, it doesn't happen. I tested using nukes flamers and conventional weapons, so the lag isn't because of my weapons.

 

Out of combat I have perfect frame rate and my gpu is running between 30 and 50 percent. It's a geforce gtx 1650 on the lowest graphical settings and vsync is turned off using a config tool, no other mods. I have 32 gb ram and I know for a fact that it isn't my i9 cpu.

 

What dark magic is at work here and how do I fix it. pls.

Most likely texture streaming from an actor/weapon/thing overhaul, but to rule out scripts (or use them to help find the issue) try the SKK Script Lag Detector.
