Skyrim SE, Please Help Me, persistent CTD at College of Winterhold

Hey guys, just started a new game not long ago on Skyrim SE, spending most of my early game at the college, i get back from Mzulft only to find that if i go anywhere near the college i CTD, at first i thought it might have been Realistic Waters 2, removed it, no change, removed my pretty npcs mod Bijin AIO, nada, verified files then re-cleaned, bupkiss. The really frustrating thing is that i actually got back in to the college the first time i tried, but during the cleanout of winterhold town one of my atronochs clipped Faralda which gave me an automatic boot since they immediately aggro'd on eachother, so i back up to a save in mzulft and now i can't get in at all. as to why i didn't just pay a fine well i tried looking around for tolfdir but ctd'd when i tried to look in the hall of countenence, hell i didn't even get the rejoining the college quest come up at all.

 

Here's my load order, i know it's a mess, anyone who want's to give me tips to clean it up is more than welcome, with a few exceptions i tend to rely on loot to do the organising

When they were installed RW2 and Bigin AIO were down the bottom, and yes i know alot of the patches are mergeable but i wouldn't have the first clue of how to do so, i'm also running enb with the Re-Engaged for Climates of Tamriel preset.

My Hardware specs are as follows;

i7-8700k

Geforce 1080ti

and i'm running off of SSD for all my games

though i do have a 4k monitor i drop it back to 1440p for the fps boost

btw i've figured a way around the 30fps lock on nvidia cards, go into nvidia control panel > 3d Settings > Manage 3d settings > Vertical Sync and change it from whatever it is, either adaptive or on in most cases, and switch it to fast, that'll turn off the cap, though you'll likely have to fiddle with settings a bit to get 60fps

Any help would be greatly appreciated, though i could easily just start from scratch which might work, i don't particularly want to, this is the first time i've really sat down and gotten into skyrim since FO4's release, admittedly i'm still a little rusty

I found that when tring you do the " Eye of Mag " , I has to run it without SKSE an it worked ! Why I don't know ? I just launched from steam to run any of the colleges Quests.

I just finished the EYE OF MAG with SKSE 64 with no issues ... ??? So I would not go directly to this being an issue.
