Galmar doesn't really give the Order to take Solitude

I play with some mods and went through the stormcloak story and took fort hraggstad and am now in the dragonbridge camp expecting galmar to give the order for solitude.

 

If i talked to galmar he just started saying his line "We're taking the city. Meet the brothers gathering for the attack. Fight well or die well. Talos be with you" but never actually gives the quest and nothing at all happens.

At the beginning i played with Open Civil War https://www.nexusmods.com/skyrim/mods/82128/?tab=description&topic_id=7902563 which i then got rid of. After starting without it i could talk to galmar who gave me my leveled gold reward for taking the fort. The next order is still the same though and i still don't really get it and the battle just doesn't start.

Civil War Aftermath

Immersive Patrols

Guards Armor Replacer (?)

Diverse Skyrim
