Oblivion CTD when fast traveling to cities

Whenever I fast travel to just about any city (except for the Imperial City) my game crashes to desktop. I haven't really ever installed this many mods before (113) and am not quite sure what's causing it. I tried uninstalling every mod that changes cities and textures like QTP3 and things like Leyawiin Woodland 2k. I've ran loot, clean the files and rebuilt the bash patch.

Have no idea. Just a shot in the dark, are you using OSR?

Right so I replaced the original sr_Oblivion_Stutter_Remover.ini with this one and now the game always crashes when fast travelling to a city .. that never happened with the original one. Any ideas?

I do use OSR, but I don't use that sound fix for it.

Do you install any mod before the problem appeared?
