It would be nice to have a iconic movie such as Singing In The Rain playing in our beautiful settlements, that's it. I know it's hard enough to mod TVs as is, but it would be absolutely great to watch or listen to Singing In The Rain or hear it's scores play while I go through the Wasteland.

There are copyrights still active for both the movie and the song.
The movie came out in 1952, so protected until 2047 at least

Copyright in the song, music, and arrangements exists for 70 years from the death of the author. For phonographic (sound) recordings copyright on that performance lasts for 50 years after it was made, but for film 70 years from the death of the last principal director, author or composer.

 

The movie isn't in the public domain on Archive.org
However there a few clips of the famous song and dance number from the movie there.
Whether those can be considered public domain I can't say.

When the 70 year rule passed, people ran out and renewed their copyrights in order to have the 70 year rule apply.

Zombi-  Ok, keep in mind that I did a search for fallout 4 create own radio station in yahoo, and I came up with a tutorial here on the nexus.

I haven't tried this, so I don't know how spot on it is, or if it's outdated.  However, I hope that it will give you a start in the right direction.  However yes... better safe than sorry, I can't recommend sharing a mod that contains the song itself.
