Skyrim but Bigger?

I love the world of Skyrim, but playing it for so long makes the world feel so small. The cities are so small they feel like towns, and the space between cities and towns is only a handful of minutes on foot. (Assuming you don't fast travel.)

You probably understand the type of mod I want: Bigger cities and towns with more buildings and misc people, bigger world map with more distance in-between places, and bigger mountains. All the existing content is kept, but moved. Possibly some small new filler dungeons, buildings, and settlements added to fill the new space. Just Skyrim but a bigger scale.

So I guess the things up for discussion are scope, method, and compatibility. In terms of scope, Skyrim should be bigger, but not so big that it is realistic sized. I think making Skyrim twice as big would be a good rough goal. For method, I'm not experienced enough with modding to know just how plausible my idea is. For new content, it should only be used to fill the REALLY empty parts, some empty places should stay though, part of the point of this mod is adding more journey between the dungeons.

If I were to guess the most challenging parts (by "challenging" I mean difficult to figure out not most time consuming) I would guess that world menu map, nav-meshing, water bodies, and changing the opening sequence would be the most challenging. I think changing location markers, spawns, and quest markers would be relatively simple but really time-consuming. That's just a guess though, I really haven't tried modding the world in any serious capacity before. For compatibility, it would probably be incompatible with every mod that involves a new location in the world, and there is probably no easy way to fix it and a patch would be needed for each mod that alters the world.

Another idea that would really lend itself well to this mod would be a fast-travel overhaul. Perhaps fast-travel consumes food, and the amount of food you need to fast-travel depends on the distance. The food required would be reduced when travelling in carts or on a horse. Carts should also have more locations to travel to and from, just like the Carriage and Ferry Travel Overhaul mod. This feature would serve two purposes, making-fast travel less broken encouraging exploration and making food more important encouraging cooking.

Anyways, I am not confident that I have the experience or time to make this mod myself. However, I would like to discuss it with others, maybe I can convince someone to make this mod, and maybe if the mod is not as hard to make as I assume it is, I could take a shot myself when I get my other priorities out of the way.

There's a bug with the havoc engine that prevents the world map from being sized past 114 world cells or somesuch iirc. Bethesda has not fixed it yet.
At some point I'll send them an email to see if I can get one of their devs to fix the bug in the engine so us modders can make Skyrim's map 2x bigger!
