I have the microsoft pass version of the game and I doesn't seem to come with the modding tools

I have the microsoft game-pass version of planetfall and it doesn't come with the modding tools apparently. Anyone know if theres a way to still do modding? If not anyone bored enough to do a quick dumb mod for me? Would add +2 range for amazon archer and add one or more units to amazon faction.
