Insane lag and low fps

Hi. Ive just installed 28 mods, ive done everything right, but the game is unplayable! i get 18-25 fps outside of helgen keep.

Specs:

Intel 17-7700k 4.20GHz

Nvidia Geforce GTX 980ti 6GB

16GB DDR4 RAM

Asus strix z270F Gaming motherboard

Windows 10 64bit

Have tried SSE Engine fixes, didnt help. even if i turn off mods the fps is still the same.

This is installed mods.

I cant believe what im doing wrong. it should work much better than this.

Any tips?
