I'm from Australia and my download speeds on larger files is incredibly slow both through manual downloads and Vortex, regardless of which server I am connected to. My maximum speed has been 400 kilobytes, and that was through the LA server. Singapore was just over half that speed, despite being the closest.
Small files download as they should both manually and through Vortex, at a speed of about 3 megabytes.
I'm not sure what the issue is, but it really only seems to affect files larger than a few hundred megabytes. Anything smaller is downloaded in less than a minute.
My ping is as follows, though I should mention that a lot of other 50% packet loss tests occurred before this one.
