[LE] Hiccups after updating to Windows 10 - please help, I've tried everything ;(

Hello. I have just recently updated my Windows to 10 Pro (from 8.1 Pro), and I'm experiencing lags and stuttering outdoor (it's smooth indoor) on a clean save, basic vanilla game without any mods installed created in Riverwood, after meeting Alvor for the first time.



I used to run the game on Ultra, had full SMIM and 2k Textures with about 200 Mods without too much lags, but now it's gotten really bad. For days now I've been trying to fix this, googling and youtubing 'Skyrim windows 10 lags' until I have no hair left to pull :sad:



I would truly appreciate your help if you have some suggestions for me.

- NVIDIA GeForce GTX 1660



- IntelĀ® Core i5-4460 CPU @ 3.20Ghz



- 16 Gb RAM



- Windows 10 Pro 64-bit



- Monitor's refresh rate 60Hz



My game is up-to-date and I run Windows on SSD. Skyrim is on a HDD drive.






What I've tried:




  1. Cleaned Update.esm, Dawnguard, Hearthfires and Dragonborn (with Tes5edit auto quick clean)



  2. Installed skse, skse ini with memory patch, enboost, USLEEP, OneTweak, Skyrim Project Optimization (full version), Skyrim Performance PLUS (My enblocal.ini, enbseries.ini and skse.ini: https://gist.github.com/Faerina/84603e250d327b56a3d9b02954abec93)



  3. Installed and ran Nvidia Experience to auto update drivers



  4. Installed and ran GeForce Windows 10 Driver (https://www.nvidia.com/download/driverResults.aspx/86510/)



  5. Went to Device manager and tried update drivers by right clicking and selecting search automatically for updated driver software



  6. Disabled background apps (except for Settings, Nvidia Control Panel and Calculator)



  7. Disabled Window defender and Firewall



  8. Turned off Gamebar



  9. Set steam's launch option (-console +fps_max 99999999 +cl_cmdrate 100 +cl_updaterate 100 -dxlevel 81 -w 1680 -console -refresh 120 -heapsize 1572864 -high -noforcemaccel -noforcemparms -noipx -nojoy)



  10. Used Bethini on Medium Quality (My skyrim.ini and prefs: https://gist.github.com/Faerina/5f8d13a7a1257e15428385dd222723e2)



  11. Ran skse_loader using administrator



  12. Adjusted NVIDIA Control Panel, NVIDIA's vsync on and game's vsync off, limit framerate to 60... etc (My settings: https://imgur.com/a/NYBWRpW)



  13. Used NVIDIA Profile Inspector (My settings: https://imgur.com/a/HNRT7aZ)



  14. Used Ordenador to compress >2048 textures







I have no other mods installed, or antivirus. It's a fresh installation. I also tried Purging all mods with Vortex and loaded an unmodded save but it still stutters. Indoor or when I open up the menu is fine (around 58-60fps), but when I run outdoor it lags pretty badly (24-34 fps) whenever I move, almost every 3-5 secs. The fps doesn't look that bad but the hiccups are. If I'm not moving it's relatively fine (~41 fps), no stutter.



I've never had this problem before the update. It surely didn't run super smoothly because of the i5, but it certainly wasn't this bad. :sad:
