Strange Graphical Issue

Hey! I recently started my grand Skyrim modding journey. I did it in the worst possible way, installed ~100 mods (Using SinitarGaming's Skyrim LE Ultimate Modding Guide 3.0) and hoped for the best. The game worked fantastic, so I decided to install more mods (because why not?). Like, a lot more, and I did it very lazily (installing what looked cool, not looking too hard for compatibility issues). My mod list nears 300 now. The game still runs very well, there is just the most peculiar graphical issue. The only way I can explain it, is that images from what I may have recently been looking at (in-game) bleed through on bright surfaces (like clouds, or water). The images are too big to attach, but I feel they are necessary, so you can see them here:

It looks like cobble posts or fence posts staring down at me from the heavens or up from the water. I am very early in the game (just defeated my first dragon). I don't see this issue in any water outside Whiterun (whiterun and riverwood are the only places I've been to), and I haven't noticed the issue during day time.

 

I'm pretty sure my PC can handle what I'm trying at:

CPU: Ryzen 5 3600

CPU Speed: 3.6ghz (not overclocked)

GPU: RX 5700 XT

VRAM: Around 16000, in my ENB ini I put 10240 or whatever the recommended max was

Ram: 16GB of 3200mhz

Storage: ~600GB free of m.2 nvme SSD

 

Skyrim is located in my steam folder which I moved outside of Program Files:

C:\NewSteam\steamapps\common\Skyrim (Steam folder is called "NewSteam" so it wouldn't cause issues that I may have been unaware of)

I'm using Skyrim Legendary Edition w/ Nexus Mod Manager

I have SKSE 1.7.3, TES5Edit, LOOT, WryeBash, and I'm using RudyENB (I'm pretty sure I installed the proper ENBSeries files)

I recently installed OSex and some other booby mods, because...

This period where I was driven by some unseen desire to look at Lydia's boobs is where I was most lazy. I installed a ton of animation & animation tool mods (I ran GenerateFNISForUsers multiple times).

I haven't had any crashes with the game, it overall has ran perfectly for me.

Also, if I'm allowed to ask for help in two areas at once (this is related, so I think it's fair), I have another issue with water (this occurred before the strange bleeding/reflectance issue). It glows extremely bright, especially where it splashes up against things. The problem is there 24/7, but at night it is really unbearable.

You can see how some water looks perfectly normal and other water goes crazy. I use RealisticWaterTwo, RealisticWaterTwo - ENB Textures, and Smooth Water (And as I said before, RudyENB)

Thank you very, very much to whoever decides to read all of this garbage and help me out. I'm obviously not very experienced in this area, so any help would be amazing.
