HDT-SMP behaving erratically

I've been having some issues with HDT-SMP for a while. The issue is not that it isn't working, it is, but it behaves very erratically. Most noticably is the cloak. The cloak flows back and forth constantly even when standing still and when indoors. It behaves as if it's constantly in strong winds even though it's not, which is very unimmersive.

I've had some similar issues with skirts, also moving erratically despite my character standing completely still, and I've even had breast physics going bonkers basically having the breast bouncing permanently despite the character not moving, and the only way to stop is to unequip and re-equiping the chest piece.

I am using the latest version of SKSE and latest version of HDT-SMP. Anyone had this issue and know how to fix it?

Edit: Uploaded a video to better illustrate the issue: '

2nd Edit: Apparently the video only works if you watch it directly on YT, not here on the forums.

Most wearable SMP items (clothing, wigs, jewelery) will reset if you take them off them put them back on.

If you use 3BBB Advanced and have chosen "Full SMP" and maybe the other partial SMP modes (I use the full SMP), you can reset the SMP features by switching to CBPC mode and then back to SMP. This *might also apply to the regular 3BBB, but I don't know.

If you're running under SKSE 2.0.17, there's a console based reset command for SMP. You'll have to look around for the correct syntax. I'm still on 2.0.16 and the command doesn't exist for it, so I don't use it and so I don't remember the command.

As for stopping it from happening in the first place....Not really sure you can. It's just an accrued error SMP is susceptible to.

I am using the latest SKSE version like I said, so 2.0.17. Obviously I've tried to unequip and re-equip the cloak, but it behaves like that regardless, constantly. I know SMP isn't perfect and has its issues, but it shouldn't be this bad.
