SSE HCLW Lucky Coin

Can someone please create a mod for Skyrim SE in which you can use coin toss as a deciding factor such as

you have a lucky coin when you toss it if its heads you get a 10% all stats boosts or if its tails all hostile npc in sour 10 feet get 10% all stats bonus for 1 day

you can also add a Luck stats which can be increased to 90%(not sure about the process) and a perk called absolute luck at the end of speech perk tree(also a reason to invest in speech)(or any other tree) which increases luck to 99%

The idea is taken from Hardcore Levelling Warrior a Webtoon Comic
