SkyrimSe NPCs with infinite Stamina

Using the stamina bar in more hud, i notice that any type of npc have always a full bar.

I used poisons that reduce stamina,none of them work. Used fatigue potions and the same.

My followers have infinite stamina.

My horses from convenient horses have infinite sprint.

I need to know if this is a bug or a mod doing

Combat mods-> Vigor: Blood and guts,wildcat,ultimate combat,mortal enemies.
